About VISESA
VISESA is a company wholly owned by the Basque Government. According to its site, it manages land and builds protected rental housing.
Its site speaks of more than 16,000 homes and of projects in Vitoria-Gasteiz (Salburua and Zabalgana), Bermeo and Andoain, among others.

How to apply
VISESA's site does not explain how to apply for its flats. In the Basque Country, to be considered for protected housing you must be registered with Etxebide, the Basque Government's housing applicants' register.
