Requirements for protected housing
Five requirements repeat across Spain: income below your region's cap, not owning another home, residence or local registration, being on the demand register, and using the home as your main residence. The exact numbers are set by each region.

Caps are expressed as multiples of the state IPREM (€8,400 a year in 2026) or Catalonia's IRSC, and depend on the housing regime and your household size. Depending on region and regime, the range runs from 2.5 to 7.5 times; some regions also require a minimum income to show you can pay.
2.Not owning another home
The general rule is not holding title to another home. There are set exceptions, which vary by region: for example, homes unsuitable for the family or unavailable after a divorce. If your case is near an exception, check the specific call before ruling yourself out.
3.Residence or local registration (padrón)
Many regions and municipalities require padrón registration, and some calls demand minimum residence seniority to prioritise local ties. It is one of the most variable requirements: always check each call's rules.
4.Being on the demand register
Without prior registration you cannot take part in most calls and lotteries. It is free, it expires (in Catalonia, after 2 years), and it pays to do it early: some calls score or require seniority.
5.Main and permanent residence
A protected home must be your main residence: it cannot be a second home or freely rented out while protection lasts, and any later sale has a legal maximum price.

Are the requirements the same across Spain?
No. The scheme repeats (income, no other home, register, residence), but each region sets its own multiples, exceptions and priorities. The same salary can be within the limit in one region and over it next door.
What if my income is over the limit?
You are out of that regime, but not necessarily all of them: agreed or price-limited regimes admit higher incomes in several regions. Check your case per regime before ruling yourself out.
Do I need savings to apply for a VPO?
For the register or the lottery, no. To buy, usually yes: mortgages rarely cover 100% and there are costs and taxes. The state ICO guarantee can cover up to 20-25% for under-36s and families with dependent children, reducing the savings needed.
Do the registration or requirements expire?
Yes: register entries expire (in Catalonia after 2 years by law since February 2025, Barcelona's register included; in Andalucía after 2 under Ley 5/2025, though many municipal bylaws still say 3) and requirements are re-checked at every allocation. Keep your details current and renew on time so you don't lose seniority.
