Stage 4 of 5: Lists, draw and proof
When the list of admitted applicants for a VPO comes out, and how to claim if you are not on it
8 min read · intermediate level · reviewed on 17 September 2026
When does the list of admitted applicants for a protected home (VPO) come out, and how do I claim if I am not on it or there is a mistake?
The provisional list of admitted applicants is published on the body's official website shortly after applications close, and it opens an objections period of about 10 working days. If you are not on it, object with evidence within that period. Against the final list you can bring an appeal (recurso de alzada or de reposición) within one month, under Ley 39/2015.
What you need to do, in 5 steps
Find the publication and its date
On the body's official website or notice board; the period starts on the next day.
Identify the reason for the exclusion
Register, income, a document, quota or residence; each one has its own evidence.
Write the objection with the document attached
Your details, application number, list and date, the mistake, the evidence and what you are asking for.
File it through the register within the 10 working days
Keep the receipt with the date and time.
If the final list is still wrong, appeal within one month
Alzada or reposición depending on the body; in Catalunya, a written challenge to the Comissió de Reclamacions.
When it comes out and where to look
Once applications close, the body checks who meets the requirements and publishes a provisional list of admitted applicants (lista provisional de admitidos), and of excluded ones, with the reason. In Catalunya it is published on the official website (seu electrònica) of the administration running the call; in Navarra and at Casa47 the results are announced on their own website or portal. There is usually no letter: the publication is the notification.
There is no single legal deadline for publishing it. Count weeks from the close, not days, and check the official website every few days: the period to claim starts running on the day after publication, not when you find out.
The deadlines you have to meet, and the rule behind each
What to file at each moment. The days are working days: no Saturdays, Sundays or public holidays (Ley 39/2015, art. 30). Sources read on 15 September 2026.
You are not on the provisional list, or you are on it with a wrong detail
- What you file
- An objection (alegación) with the documents that prove the mistake
- Deadline
- Catalunya: 10 working days from the day after publication. Elsewhere: whatever the rules (bases) set; Ley 39/2015 sets between 10 and 15 days for the hearing stage (trámite de audiencia)
- Who it goes to and what the rule says
- The administration running the call. Catalunya decides within 20 working days at most (Registre de Sol·licitants)
The final list is still wrong (issued by a body that has a superior)
- What you file
- Appeal to the higher authority (recurso de alzada)
- Deadline
- One month from publication or notification
- Who it goes to and what the rule says
- The superior of the body that issued it; it has 3 months to decide, and silence means rejection (art. 122)
The final list is still wrong (issued by a body whose decision ends the administrative route)
- What you file
- Optional request for reconsideration (recurso potestativo de reposición)
- Deadline
- One month from publication or notification
- Who it goes to and what the rule says
- The same body; it has one month to decide (art. 124). After that, the administrative courts (contencioso-administrativo)

Why you are excluded and what evidence fixes it
- Registration on the applicant register expired or missing. The evidence is the registration receipt with its validity date. If it really expired before the deadline, the objection will not succeed: renew and wait for the next call. How to renew is in the register guide.
- Income over the cap. Check which tax year and which household (unidad de convivencia) they used; one extra member or the wrong year changes the result. Your exact cap is in the calculator.
- A missing or unreadable document. This is the most common reason and the easiest: you provide the document with your objection.
- Quota not proven. Disability certificate, large-family or single-parent family certificate, age. If you had it within the deadline, attach it; if you got it later, it usually does not count for this call.
- Town hall registration (empadronamiento) or residence. A registration certificate showing the date you registered. This is the requirement that varies most between regions: requirements by region.
How to write the objection
You do not need a lawyer. A one-page letter with: your details and application or file number; the list you are objecting to and the date it was published; which detail is wrong or why you were excluded; which document proves it, attached; and what you are asking for (to be included, to change quota, to correct a detail). Date and sign it, and file it through the online register or the in-person register the rules indicate. Keep the receipt showing the time.
If the final list is still wrong: appeals
Against the final list there are no more objections, there are appeals (recursos), and Ley 39/2015 gives you one month to bring them. If the decision was issued by a body that has a superior, the appeal is an alzada to that superior, which has three months to decide. If the decision ends the administrative route, you can ask for reposición before the same body, which decides within one month; after that, the administrative courts remain.
Catalunya has its own route: against decisions of the Registre de Sol·licitants you file a written challenge with the Comissió de Reclamacions d'Habitatge Protegit (the protected housing claims committee) within one month, and that challenge replaces the alzada and the reposición. It does not suspend the procedure: the draw goes ahead while it is decided.
Whatever the route, the draw does not wait. Appealing protects your right in that call; applying to the next one protects your time. Do both at once: calls open now.

While your objection is being decided, the next call is already under way. All of them, with their closing date and official source.
See the open deadlinesFrequently asked questions
Will they tell me by letter or email that the list is out?
Do not count on it. Publication on the official website or notice board is the valid notification, and the period starts on the next day. Some bodies send an email, but a lost notice does not extend the deadline.
How many calendar days are ten working days?
Usually two weeks. Ley 39/2015 leaves Saturdays, Sundays and public holidays out of the count, and the period starts on the day after publication. A local holiday also counts as a non-working day in that town.
Can I object and apply to another call at the same time?
Yes. They are separate procedures. What you cannot do is collect several allocations: when you accept one home, you drop out of the others.
What happens if I file the objection late?
It is treated as not filed, and the final list is approved without your correction. You still have the one-month appeal against the final list, but with less room: the appeal reviews what was in the file.
Where is the admitted list for my draw published?
With the same register or body that ran the call: in Barcelona, in the table of current calls of the Registre de Sol·licitants; in Euskadi, in Etxebide's news and notice board; in Madrid, in the BOCM (the regional official gazette) and on the Agencia de Vivienda Social's official website; in Galicia, in the IGVS list of draws. For the calls we follow, the offer page links each published list with its date.
What do I do if I am not on the list?
First check that you are searching with the right application number and in the right list, because there is usually a provisional one and a final one. If you are still not there, file an objection within the period the decision itself opens, which is usually counted in working days and is short. After that period, the final list is binding.
How long is it from the list to the draw?
In the 2026 Barcelona calls, a little over two months passed between the provisional list of participants and the draw, with an objections period in between. Each call sets its own dates in its rules, and they are delayed more often than they are brought forward.
