What is a VPA protected home and how do I apply in Asturias?
A VPA (vivienda de protección autonómica, or regionally protected home) is protected housing that the Principado de Asturias qualifies under its own rules and its own price module. You access it by joining the Principado's applicant register, and developments are built both by the public company VIPASA and by private developers. It works like national VPO: capped price, income requirements and regulated allocation.
Regional protection, not national
Spain has a national form of protected housing (vivienda protegida), and then each region (comunidad autónoma) has its own. In Asturias, its own is called VPA, regionally protected housing (vivienda de protección autonómica): the Principado (the regional government) qualifies it, sets its maximum price and income limits, and decides how long the protection lasts. VPA developments exist alongside others built under national plans, and the specific requirements are always set out in the call for applications (convocatoria).
Who builds it and where to look
- VIPASA, the Principado's public housing company, builds and manages much of Asturias's protected rental housing.
- Private developers build VPA with a qualification from the Principado; their developments appear in the same regional catalogue.
- The Principado's applicant register (registro de demandantes) is the required first step: without registering, you cannot take part in allocations (adjudicaciones).

Requirements and income
The requirements are the usual ones for protected housing: not owning another home, not going over the income limit for your household (unidad de convivencia) and being on the register. The limit is worked out from the IPREM (the state income index used to set the caps) with the multiplier set by each development's regime. Are VPA and VPO the same thing?
They are the same idea under a different authority: VPO is governed by national rules and VPA by the Principado de Asturias's rules. For applicants the procedure is equivalent: register, income requirements and regulated allocation.

On the Principado's and VIPASA's channels for their developments, and in the BOPA (the official gazette of Asturias) when the decision has to be published officially. On this website, each Asturian offer links to its source and its deadline.
Are there VPA homes for rent?
Yes, and they make up much of the supply: VIPASA manages a stock of protected rental homes as well as developments for sale. In the list of offers you can filter by rent.
Can I sell a VPA?
While the qualification lasts, only with the Principado's authorisation and without going over the maximum price for its regime and the year it was qualified.
