What is a price-assessed home (VPT)?

What is a price-assessed home (VPT) in Spain and how is it different from a VPO?
A price-assessed home (vivienda de precio tasado, or VPT) is protected housing with a higher maximum price than a general-regime VPO and somewhat wider access requirements. It exists under that name mainly in Euskadi and Navarra, and also as "vivienda de precio tasado" in Castilla-La Mancha. It is still a qualified protected home: its sale price and rent are capped, and selling it needs authorisation.
An in-between category, not an informal middle ground
The name is misleading: "tasado" does not mean that a valuer values it, but that the authorities set (tasa) a maximum price for it. It is protected housing (vivienda protegida) in every respect, with its qualification, its price cap and its limits on selling and renting. What changes compared with a VPO under the general regime (régimen general) is that the cap is higher and the income limits are usually more generous, for households that earn too much for a VPO but not enough for the open market.
Where it exists and what it is called in each place
- Euskadi: VPT alongside VPO. You apply through the same register, Etxebide, and it appears in the same allocations. The maximum prices are set by the Housing Department by ministerial order (orden).
- Navarra: VPT alongside VPO, within the applicant census (censo de solicitantes). The 2026 reform of the census changed how rental homes are allocated and which minimum incomes are required.
- Castilla-La Mancha: "vivienda de precio tasado" as a category of its own within its protected housing rules.
- In the other regions the equivalent category has a different name: VPPL or "limited price" (precio limitado) in Madrid, concertado in Catalunya and Baleares, limited price (precio limitado) in Andalucía.

The price and resale
The maximum price of a VPT is published in the same way as a VPO's: as a price module (módulo) in euros per square metre of usable floor area, updated by order or resolution. To check the cap for a specific home, use the maximum price calculator; for a second-hand one, the resale calculator, which applies each region's rule.
On resale the same precautions apply as for any protected home: a capped price for as long as the qualification lasts, prior authorisation from the authorities and, in several regions, the authorities' right of first refusal (tanteo). It is explained in detail in selling a protected home.

Is a VPT more expensive than a VPO?
Yes, its maximum price per square metre is higher than that of a general-regime VPO, because it is meant for households with somewhat higher incomes. It is still a legal cap, not a market price.
Can I apply for a VPT if my income is over the VPO limits?
Often yes: that is exactly the income band it exists for. Each region sets the limits, and they are checked in the same way as for a VPO, for the whole household (unidad de convivencia) and with the latest income tax return.
When can I sell a VPT?
While it is qualified as protected, you need authorisation and you cannot go above the current maximum price. The minimum time you must own it and the procedure are set by your region's rules.
Do you apply for a VPT and a VPO separately?
In Euskadi and Navarra you apply through the same register or census, and a single development can have homes under several regimes. When you register, you say which regimes you are applying for.
