The 29 November election and housing: what keeps running

On 5 October 2026 the Prime Minister announced a general election for 29 November. If you are applying for protected housing or aid, this is what changes and what does not, with the rule that says so.

The short answer

Protected housing and aid calls keep their deadlines. They are opened by the regional governments, town councils and bodies such as Casa 47, and their dates are set by their rules (bases), not by the election calendar.

Today there are 214 protected housing offers open for applications and 47 housing aid calls open in Spain.

The dates

  1. 2 October 2026

    Congress repeals September's two housing decree-laws (RDL 26/2026 and RDL 27/2026). The Official State Gazette (BOE) publishes the repeal the same day.

  2. 5 October 2026

    The Prime Minister announces the dissolution of Parliament and a general election for 29 November. The decree, Royal Decree 806/2026, is published in the BOE of 6 October and takes effect that day.

  3. 6 October 2026

    The Council of Ministers approves two new housing decree-laws: 29/2026, on the social function of housing and affordable supply, and 28/2026, on the stability of rental contracts.

  4. 7 October 2026

    The BOE publishes Royal Decree-laws 28/2026 and 29/2026. 29/2026 comes into force the next day. The Standing Committee of Congress (Diputación Permanente) must validate or repeal them within 30 days of their enactment (Constitution, articles 78.2 and 86.2).

  5. 13 November to 27 November 2026

    Election campaign: 15 days, from 00:00 on Friday 13 to 24:00 on Friday 27 November (Royal Decree 806/2026, article 4, and the Organic Law on the General Electoral System, article 51).

  6. 15 November 2026

    Royal Decree-law 28/2026 comes into force: a main-home rental contract is extended for five more years (seven if the landlord is a company) unless notice is given six months ahead, and a landlord who does not renew compensates the tenant.

  7. 29 November 2026

    General election.

  8. After 29 November 2026

    The Government ceases and stays on in a caretaker role until the next one takes office (Constitution, article 101).

  9. 1 December 2026

    New protected homes with a permanent or indefinite rating sold by their developer start paying 4% VAT (Royal Decree-law 29/2026, article 7).

  10. 23 December 2026

    The Cortes elected on 29 November hold their opening session at 10:00 (Royal Decree 806/2026, article 5).

Protected housing calls

Developments, draws and applicant registers are run by the regional governments and town councils. Their deadlines and draws follow the rules of each call.

Aid under the State Housing Plan 2026-2030

The plan has been in force since 24 April 2026 (Royal Decree 326/2026). Its aid, rent aid included, is opened and managed by each region with state money, and after 29 November the caretaker Government keeps up the ordinary course of public business (Law 50/1997 on the Government, article 21.3).

The state housing body is still processing its second affordable rent call: 638 homes in five regions, under evaluation with no draw date yet (checked on 7 October 2026).

The ICO guarantee for a first home

The ICO guarantee line for buying a first home runs until 31 December 2027, according to the ICO. You apply through the participating banks.

The repeal of 2 October and the decrees of 7 October

Royal Decree-law 26/2026 extended the 4% VAT rate to more protected housing, created the ICO's TU CASA loan and capped some rent updates at 2%; 27/2026 dealt with extending rental contracts. Congress repealed both on 2 October 2026. The BOE of 7 October published Royal Decree-laws 28/2026 and 29/2026, which bring those measures back with changes: the 2% cap on rent updates and the extension of up to two years apply from 8 October, the five-year renewal from 15 November and the wider 4% VAT from 1 December. The TU CASA loan has been created, but you cannot apply for it until a Council of Ministers agreement sets who can.

What is still pending

The 2027 budget

On 21 July 2026 the Government approved the 2027 spending ceiling as the basis for its budget. With Parliament dissolved no laws can be passed, and a caretaker Government cannot approve the budget bill (Law 50/1997, article 21.5). If there is no new budget on 1 January, the current one is automatically extended (Constitution, article 134.4).

The 2027 IPREM

The IPREM is the income benchmark for almost all protected housing and aid. In 2026 it is 8,400 euros a year in 14 payments (600 euros a month), the value of the 2023 budget, extended since. No rule has set the 2027 value yet. Each call states in its rules which IPREM it uses.

New measures in the meantime

With Parliament dissolved, decree-laws are validated or repealed by the Standing Committee of Congress (Constitution, article 78.2). Royal Decree-laws 28/2026 and 29/2026 are awaiting that vote, with no date: the Standing Committee session called on 7 October for 16 October deals with two other decree-laws (24/2026 and 25/2026), not the housing ones. If they are repealed, their measures stop applying. After 29 November, a caretaker Government can only take measures beyond ordinary business for justified urgency or general interest (Law 50/1997, article 21.3).

Validation of the housing decrees (RDL 28/2026 and 29/2026)

Congress has to validate (convalidar) or repeal the two housing decree-laws of 6 October. With Parliament dissolved, the Standing Committee (Diputación Permanente) votes, within thirty days of their enactment (Constitution, articles 78.2 and 86.2). If a decree-law is repealed, its measures stop applying.
