How protected housing works in Barcelona
In Barcelona there is a single way in: the register of applicants for protected housing (Registre de Sol·licitants d'Habitatge amb Protecció Oficial). Signing up is free, done online, and required before you can be considered for any allocation. The city's draws and procedures take applicants only from that register. If you are looking for a protected flat in Barcelona and are not registered yet, that is the first step, not browsing flats.
What is actually on offer: most of what comes up in the city is rent or surface rights (derecho de superficie) developed by the IMHAB (the city's housing developer), and classic sales are scarce. When a sale appears, it is usually under the agreed-price scheme (régimen concertado), built by private developers on public land. It is published as a 'marketing procedure' (procedimiento de comercialización), with applications taken in order of arrival or by draw (sorteo), and the windows last days. La Marina del Prat Vermell holds much of that new building.

These are the maximums for the home alone. If the development ties a garage or storage room to it, the price goes up; a given development may cost less than the cap. A protected home's first sale, once definitively qualified, may be exempt from stamp duty.

- How do I get protected housing in Barcelona?
- First sign up on the Registre de Sol·licitants (online, free). New developments are allocated among registered people, by draw or by the developer's procedure. Without a valid registration you are not in any allocation.
- Are there protected flats for sale in Barcelona?
- Few, and with short windows. Recent sales in the city are mostly HPO under the agreed-price scheme built by private developers (for example in La Marina del Prat Vermell), published as a marketing procedure with its own deadline. We watch those notices every day and publish them with the live deadline.
- What are surface rights (derecho de superficie)?
- You buy the home but the land stays public for a set term (usually 75 years in Barcelona). You pay quite a lot less than for a full purchase in exchange for that limited term; when it ends, ownership of the building reverts as agreed.
- What is the most I can earn to qualify?
